Strategic Analysis
This call targets large-scale joint procurement of ammunition, missiles, and explosive ordnance under the European Defence Industry Programme (EDIP) framework, mandating binding multilateral agreements with a central procurement agent (e.g., OCCAR, EDA, NSPA). Winning proposals must structure aggregate demand exceeding the EUR 20M threshold, establish strategic industrial readiness pools, and integrate adaptive lifecycle mechanisms that allow rapid tactical upgrades for strike systems.
Cooperation of legal entities in the procurement of ammunition, missiles, and other explosive weapons, at any point in the life cycle of such defence products, including for the purpose of establishing, managing and maintaining defence industrial readiness pools.
Where relevant (e.g. unmanned systems for guided strikes), include provisions in procurement contracts allowing to rapidly upgrade the procured systems based on evolving lessons identified from the battlefield.
Common procurement proposed for actions shall be of an estimated value of at least EUR 20 000 000 aiming to commonly procure defence products to fill capability gaps and reinforce cooperation among Member States and associated countries.
Establish procurement based on a binding agreement signed by participating Member States and associated countries with an appointed procurement agent (contracting authorities of Member States or associated countries, EDA, SEAP, OCCAR, NSPA, or other international organisation).
Newly create cooperation in the context of the application or base it on an existing framework (provided activities did not start before 5 March 2024 and have not been completed before grant agreement signature).
Common procurement of systems, parts thereof or variants of systems, which can be organised as a framework contract, to be completed no later than 31 December 2033.
Support the common procurement of ammunition (including small arms ammunition, tank and anti-tank ammunitions, artillery ammunition, guided ammunitions), missiles (all types of missiles) and other explosive weapons (including hand grenade, land and naval mines, mortar, rockets, unmanned systems able to perform guided strikes, torpedoes), or parts thereof, contributing to replenishment of stocks.
Support common procurement, leading to strengthening cooperation among Member States and associated countries, as well as to greater interoperability.
Contribute to the building up of strategic stockpile of ammunition, missiles, including their components, or to the increase of existing ones.
Contribute to the development of low-cost unmanned systems for guided strikes adapted to modern warfare scenarios.
EDIP Regulation 2025/2643
highThe European Defence Industry Programme (EDIP) Regulation establishes a framework to strengthen European defence industrial readiness and reinforce the European Defence Technological and Industrial Base (EDTIB). It aims to bridge short-term emergency procurement tools into long-term defence industrial readiness, supporting joint procurement, supply chain resilience, and ramped-up production capacity for key defence products including ammunition and missiles.
Evaluators expect proposals to align with EU defence industrial readiness objectives by demonstrating how technologies or industrial solutions can support standardisation, cross-border industrial cooperation, supply chain security, and scalability for ammunition and missile manufacturing within the Union.
EU Financial Regulation 2024/2509
lowThis regulation governs the financial management of EU funds, ensuring transparency, accountability, and efficient use of resources. It is relevant for proposals involving large-scale piloting and validation of AI systems in healthcare.
Evaluators will look for clear financial planning, cost-efficiency analysis, and compliance with EU financial rules, particularly in demonstrating the economic viability and sustainability of the proposed AI solutions.

Evaluators will prioritize: (1) robust governance models with an accredited procurement agent and legally binding inter-state commitments; (2) tangible stock replenishment and supply security through European defence industrial base readiness pools; and (3) operational flexibility in framework contracts that embed rapid spiral upgrades based on evolving battlefield lessons.

The binding rules of this call. Items marked auto are verified by GrantForge from the call and the template. The others are yours to confirm.
4 key insights you must internalise before writing. Each is grounded in the call text and tells you what evaluators will actually look for. Share these with your consortium before drafting.
Proposals face a strict admissibility gate regarding scale and governance. The aggregate common procurement value must exceed EUR 20 million, and the consortium must secure a legally binding agreement from participating Member States appointing a central procurement agent (such as OCCAR, EDA, or NSPA).
Source: Scope
Evaluators will explicitly prioritize framework contracts that embed operational flexibility. For unmanned systems and guided strikes, proposals must include contractual provisions enabling rapid spiral upgrades derived from live battlefield lessons, rather than relying on static procurement cycles.
Source: Evaluation criteria (pre-award)
If your consortium relies on an existing cooperation framework rather than a newly created one, it must pass a strict temporal gate. Activities under this framework must not have started before 5 March 2024, and the entire procurement action must be structurally guaranteed to complete by 31 December 2033.
Source: Scope
Because this call operates under an EDF Lump Sum Grant model, payment cadence is entirely deliverable-driven. Structure the formalization of the binding inter-state agreements and the operational launch of the defence industrial readiness pools as your primary milestone deliverables to unlock the largest funding installments.
