Strategic Analysis
This Pre-Commercial Procurement (PCP) call requires a demand-driven consortium of public procurers (regional health authorities, municipal public health agencies, hospital networks) to jointly procure R&D for near-operational climate-health adaptation tools. A winning proposal must structure a competitive multi-phase PCP process (solution design, prototyping, operational testing) focusing on high-resolution geospatial surveillance, early-warning systems, and operational resilience of health delivery, while mandating integration with EU Copernicus/Galileo assets and strictly avoiding general building infrastructure refurbishment.
TRL 4 → 8
Based on programme defaults
Geospatial technologies and decision-support frameworks that help local authorities and healthcare providers track at “high resolution” and better manage direct and indirect health risks related to climate change.
Real-time risk surveillance and early-warning technologies and monitoring tools that provide critical information for timely decision-making and responses related to the health risks of climate change.
Technologies and solutions that facilitate the transition to climate-resilient healthcare facilities and services. Activities targeting the general infrastructure (e.g. ventilation, construction or refurbishment) are out of scope.
Technologies, tools, procedures and solutions for health risk management, prevention and resilience, enhancing strategies and interventions for health adaptation to climate change in communities and occupational settings.
Innovative tools reducing risk and exposure to climate related environmental factors that exacerbate health risks.
Populations, public authorities and healthcare systems benefit from innovative solutions and technologies to increase surveillance and prevention and reduce climatic and environmental health risks.
Policymakers and public authorities develop and implement environment, climate change and health policies and interventions supported by nearly fit-for-use solutions that can be further upscaled and deployed.
Policymakers and regulators are aware and well informed about climatic, environmental, socio-economic and occupational risk factors as well as health-promoting factors across society.
Climatic, environmental, occupational, social, economic, and health policies and practices at the EU, national and regional level are sustainable and based on solid scientific evidence.
The upstream determinants of health are known, understood and reduced.
The health threats and burden and patient safety burdens resulting from exposure to climate drivers are lessened, so that the related number of deaths and illnesses is substantially reduced.
Living and working environments in European cities and regions are healthier, more inclusive, safer, resilient and sustainable.
The healthcare sector reduces its environmental footprint and transitions towards carbon neutrality.
The adaptive capacity and resilience of populations and health systems in the EU to climate and environmental change-related to mental and physical health risks are strengthened.
Citizens’ health and wellbeing are protected and promoted, and premature deaths, diseases and inequalities related to climate related risks are prevented.
Citizens understand better complex climate, environment and health issues, and effective measures to address them and support related policies and regulations.
EU Mission on Adaptation to Climate Change
highThis Horizon Europe Mission aims to support at least 150 European regions and communities in accelerating their transformation towards climate resilience by 2030. It focuses on developing and deploying innovative solutions, demonstrating them in real-world settings, and fostering societal engagement to build adaptive capacity.
Proposals should clearly articulate how they contribute to the Mission's goals, particularly in supporting regions and communities in their adaptation journey. This could involve developing tools, methodologies, or knowledge that directly aids in climate risk assessment and resilience building at local and regional levels, aligning with the Mission's focus on practical implementation and societal engagement.
Strategic Research and Innovation Agenda on Health and Climate Change
highThe Strategic Research and Innovation Agenda (SRIA) on Health and Climate Change sets research roadmaps and European priorities for understanding and mitigating the impacts of climate change on human health and well-being. It identifies knowledge gaps, data harmonization needs, and multidisciplinary intervention strategies spanning environment, epidemiology, and public health.
Evaluators expect proposals to directly address the research priorities and evidence gaps identified in the SRIA, particularly by advancing methodologies that integrate environmental and climate data into exposome science to protect human health.
EU Strategy on Adaptation to Climate change
highThe EU Strategy on Adaptation to Climate Change (COM(2021) 82 final) outlines the long-term vision to make the EU climate-resilient by 2050 by fostering smarter, faster, and more systemic adaptation. It stresses the integration of climate risk considerations across all policy sectors, including healthcare, disaster risk reduction, and local community preparedness.
Evaluators expect proposals to demonstrate how their tools and technologies translate climate intelligence into actionable health sector interventions, directly supporting smarter, data-driven, and systemic adaptation at regional or local levels.
European Climate Risk Assessment
highThe European Climate Risk Assessment (EUCRA), published by the European Environment Agency, provides a comprehensive synthesis of climate-driven risks across major European sectors, identifying urgent priorities in human health, ecosystems, infrastructure, and food systems. It delivers evidence on compound, cascading climate hazards and underscores areas where current adaptive capacities are insufficient.
Evaluators expect proposals to reference EUCRA's identified health vulnerabilities (such as extreme heat, infectious diseases, and vector-borne risks) and demonstrate how proposed technological solutions specifically mitigate or monitor the critical health risks highlighted in the assessment.
Commission's Political Guidelines for 2024-2029
mediumThe Commission's Political Guidelines for 2024-2029 outline the headline ambitions and policy directions of the European Commission under Ursula von der Leyen, emphasizing sustainable prosperity, competitive decarbonisation, a European Health Union, and strengthened resilience against systemic crises.
Evaluators expect proposals to contextualize their long-term impact within the strategic priorities of the 2024-2029 mandate, demonstrating how research on climate-related health exposures underpins EU competitiveness, climate resilience, and public health protection.
European Climate Adaptation Plan
mediumThe European Climate Adaptation Plan refers to the overarching framework and continuous efforts by the EU to prepare for and respond to the unavoidable impacts of climate change. This includes developing strategies, policies, and funding mechanisms to build resilience across Member States and sectors, with the 2013 EU Adaptation Strategy being a key milestone.
Proposals should illustrate how their work aligns with the EU's broader commitment to climate adaptation planning, contributing to the development of robust frameworks, tools, or knowledge that support effective adaptation measures and risk management across the Union.

4 key insights you must internalise before writing. Each is grounded in the call text and tells you what evaluators will actually look for. Share these with your consortium before drafting.
A proposal will fail if the consortium is structured around R&D developers or industry. Because this is a Pre-Commercial Procurement (PCP) action, the consortium must be a buyers' group of public procurers (e.g., regional health authorities, hospitals) demonstrating genuine cross-border demand aggregation. R&D providers cannot receive direct funding under this topic; they must bid later through the consortium's call for tenders.
Source: Scope
Do not include activities aimed at upgrading physical hospital buildings to handle climate extremes. Any proposal targeting general infrastructure—such as ventilation systems, construction, or physical refurbishment—is explicitly out of scope. The procurement must focus strictly on technologies, tools, and decision-support frameworks for health adaptation.
Source: Scope
If the proposed geospatial surveillance or early-warning systems rely on satellite-based earth observation or positioning data, the proposal must explicitly mandate the use of Copernicus and/or Galileo/EGNOS. Evaluators are specifically instructed to score the seamless exploitation of these EU satellite services during the pre-award phase.
Source: Eligibility rules
The strategy for engaging the supply side before launching the procurement is a major scoring driver. Evaluators will prioritize proposals that detail an impactful Open Market Consultation (OMC) strategy. Furthermore, executing this consultation and delivering a formal report on its outcomes is a mandatory legal condition of the grant.
