Strategic Analysis
Bpifrance and the German ministry fund joint R&D projects between French and German companies in any technology or market, as long as the project develops a new product, process or technical service with high market potential and plans to bring it to market. A winning proposal shows a credible commercial outcome built on the international state of the art, a cooperation that gives each side something it could not reach alone, and a technical contribution balanced between the two countries (no partner above 70% of person-months in a two-partner project, above 50% beyond).
Each country decides on its own partners: the joint form opens the door, but the French and German national applications must each convince their own funder.

Specific requirements
French company and German SME
The partners must include at least one company from France and one young, small or medium-sized enterprise from Germany, independent from each other, each providing substantial R&D contributions to the project.
Balanced contribution in person-months
With two cooperating partners, no partner may contribute more than 70% of total person-months; with more than two, no partner may contribute more than 50%. All RTOs together may not contribute more than 50% of total person-months.
Partners from other countries
Companies and/or RTOs from other countries may participate without funding from Bpifrance or ZIM, and must be included in the Proposal Application Form.
French beneficiaries
French companies up to 2,000 FTEs are eligible for Bpifrance funding; larger companies, universities and research institutions are not funded (self-funded or subcontractors).
German beneficiaries
SMEs with a presence or branch in Germany and medium-sized companies under 500 FTEs are eligible for ZIM; companies under 1,000 FTEs only if they cooperate with a funded German SME; RTOs as cooperation partners of eligible companies.
Maximum duration
Project duration should not exceed three years.
No linked partners
Under the ZIM guideline, the cooperating partners (including subcontractors) must not be partner or linked companies under the EU definition, nor be under the decisive influence of the same persons.
No start before application
Under the ZIM guideline, the project must not have started, and no binding agreement between partners must have been concluded, before the application was received (an agreement conditional on funding is allowed).
| Step | Date |
|---|---|
| Call opening | 17 June 2026 |
| Deadline for the joint Proposal Application Form and the national applications | 18 November 2026 |
| Funding decision communicated by each funding agency | No later than four months after project submission |
A Consortium Agreement is drafted (not yet signed) by the German and French consortium members.
The ZIM page of this call also shows a notice of a temporary stop of ZIM applications since 7 July 2026, without saying whether it applies to this call: German partners should check with AiF Projekt GmbH.
Bpifrance and AiF Projekt GmbH assist the French and German partners during submission, evaluation and implementation. Applicants are strongly encouraged to consult their national funding agency at an early stage.
No score or threshold is published. Each funding agency assesses its own national partners under its own scheme, and the minimum requirements of the call (consortium composition, balance of person-months, new product, process or service aimed at the market, added value of the cooperation, duration) apply to every proposal.
ZIM decides on the quality and completeness of the application and on funding priorities, on a competitive basis.
Bpifrance first checks each French partner's eligibility for an innovation aid through its chargé d'affaires; its assessment criteria are not published in the call documents.
Selected applicants are informed of the results and of the amount of funding by their own funding agency no later than four months after project submission.
Each partner is financed by its own national scheme and supplements this with its own resources. A positive funding decision by one national funding body does not imply a positive decision by the other, and does not bind the other national scheme.
The call sets no IP rule of its own beyond the Consortium Agreement, which must cover the protection and use of intellectual property rights (background and foreground), joint commercialisation and revenue sharing, and, when German research organisations take part, their right to publish their own results without the consent of the other partners.
A Consortium Agreement governing the cooperation between all partners (in English) must be drafted, but not yet signed, at submission. Its minimum content:
The agreement must be consistent with the terms and conditions for funding of Bpifrance and ZIM. After a positive decision, French partners provide Bpifrance with a copy of the draft before signing it and once again after signing it; German partners confirm to their ZIM project management agency, with their first payment request, that the agreement has been concluded.
Final reporting is done in accordance with the regulations set by ZIM and Bpifrance. French partners send Bpifrance the consortium agreement before and after signing; German partners confirm its conclusion with their first payment request.

What the call requires for your dossier to be receivable: a mandatory section, a declaration, a document to attach. Nothing here can be checked automatically — confirm each one yourself once it's done.
Joint Proposal Application Form signed by all partners
The joint Proposal Application Form, in English, filled out and signed by all participating organisations, sent by email to AiF Projekt GmbH and Bpifrance before the deadline.
National application of each funded partner
Each partner who wants funding submits a national application before the call deadline: Bpifrance en Ligne with all mandatory appendices and the short project title of the joint form in France; an individual ZIM application in German in Germany.
Prior contact with the national funders
French participants must contact their Bpifrance chargé d'affaires innovation, with international.innoproject@bpifrance.fr in copy, prior to applying, to check their eligibility for national funding; their partners also contact their own funding body before submission.
Draft Consortium Agreement
A Consortium Agreement governing the cooperation between all partners, in English, must be drafted but not yet signed by the German and French consortium members.
Gantt chart of the overall work plan
A Gantt chart giving an overview of the overall working plan of all partners is added as an appendix to the application.
5 key insights you must internalise before writing. Each is grounded in the call text and tells you what evaluators will actually look for. Share these with your consortium before drafting.
No partner may carry more than 70% of the person-months in a two-partner project, or 50% beyond, and all RTOs together are capped at 50%. Set the split per work package first: the joint form adds up each partner's person-months, so an unbalanced plan shows at a glance.
Source: Announcement, 2.2 Minimum requirements
The call expects a clear added value and a differentiated value proposition arising from the Franco-German cooperation. Say what each side gains that it could not reach alone (innovation capability, access to R&D infrastructure, a new field of application), and make each partner's subproject contrast visibly with the others'.

A positive decision in one country does not bind the other. The joint form is common, but the French ADI application and the German ZIM application must each convince their own funder, with the same project title and a consistent work plan.
Source: Announcement, 2.1 Financing and 3. Submission
French participants must contact their Bpifrance chargé d'affaires innovation before applying; the Bpifrance en Ligne account is opened with their help. Leaving this to the last weeks puts the national application, and so the funding, at risk.
Source: Announcement, 3.1 France
The project must lead to commercialisation, but in France only industrial research and experimental development costs are eligible: industrialisation and commercialisation costs are not. Describe the route to market as the outcome, and keep the funded work on the R&D that gets you there.

Proposal template not yet available
This programme is analysed, but the GrantForge proposal-writing template isn't ready yet — we ship it together with the analysis. The structure below is informational for now.
The joint Proposal Application Form (in English) is the only document shared by both funders. It contains:
The detailed technical description is part of each national application. In Germany, the ZIM application contains the description of the project (rationale and objectives of the project and its effects, planning of the work), information on the cooperation partners, the personnel and costs, the solvency and financing of the own contribution, and a market introduction concept. The template of the French application (Bpifrance en Ligne) is not part of the call documents.
No separate budget template. The joint form asks each partner for its estimated cost contribution in euros, split into personnel, other costs and subcontracting costs R&D, and for its person-months per work package. The detailed budget is part of each national application.
